Baltimore County Pedestrian and Bicycle Access Plan Newsletter March 16, 2012

The Baltimore County Planning Board has scheduled a public hearing on the draft Western Baltimore County Pedestrian and Bicycle Access Plan:

Thursday, April 5, 2012 at 5 p.m.

Towson, MD 21204

If approved by the Planning Board, the plan will be submitted to the Baltimore County Council for adoption as an amendment to the County master plan.

Expressions of support for the plan will aid in the plan's adoption and future implementation. Please attend the public hearing to voice your opinion or send written comments to:

The recommendations for bicycle improvements can also be viewed on an interactive map at <a href="http://myneighborhood.baltimorecountymd.gov">http://myneighborhood.baltimorecountymd.gov</a>; by selecting the Bicycle Facilities tab to the right. The map depicts the recommendations of both the Eastern and Western Pedestrian and Bicycle Access Plans. The Eastern Plan was approved by the Baltimore County Council in 2006.

Harford County BICYCLE AND PEDESTRIAN MASTER PLAN


The Bicycle and Pedestrian Master Plan is an important part of helping to make Harford County a truly multimodal community; one that promotes and supports increased bicycle and pedestrian activity.  It is also an important step in helping Harford County become a healthier community.

Development of the Plan is anticipated to take about a year. To help with this effort, the County Executive has appointed a Bicycle and Pedestrian Advisory Committee consisting of representatives from various government agencies and departments as well as bicycle and pedestrian advocates.

The Advisory Committee will meet periodically throughout 2012. The first meeting was held January 25, 2012. CLICK HERE to view a summary of that meeting.

The third meeting of the Advisory Committee is scheduled for 5 pm on Monday, April 30, in the second floor conference room of 220 S. Main Street, Bel Air.

Information will be posted on this site as development of the Plan progresses. As part of the planning process, public input and participation will be included through workshops and the Planning and Zoning Online Community.

DDCC (Dublin Darlington Community Council) MEETINGS


The March 21st meeting will feature guest speaker, Janet Gleisner, Chief of Transportation and Land Use Planning for Harford County. She will present information on the newly formed Bicycle/Pedestrian Advisory Committee. The meeting will be held at the Conowingo Visitor Center on Route 1 at 7pm. Mark your calendar for the Spring Town Meeting, Wednesday, April 25, 7pm at the Darlington Volunteer Fire Company on Castleton Road. Our elected officials have been invited to give a debriefing on the 2012 Legislative Session in Annapolis. There will also be a presentation on the proposed Center for the Arts.

Catonsville cyclist hopes to set wheels in motion for pedestrian and bicycle safety

An avid cyclist for six years, Laura Cook has had her share of close calls while riding in and around the area.

It's not uncommon, she said, for cars and trucks to whiz by closer than the three feet the law requires as she and her husband of 1.5 years, David Hinman, go on a 20- or 30-mile ride.

Cook said she hopes she can make some changes in her new position as a member of the Baltimore County Pedestrian and Bicycle Advisory Committee.

The committee was born out of a County Council bill introduced in January 2010 by first-term councilmen Tom Quirk and David Marks.

Quirk represents the First District, which includes Catonsville and Arbutus, and Marks represents the Fifth District, which includes Towson.

&quot;We'll have the things that future homebuyers and existing homebuyers want,&quot; Quirk said, noting that pedestrian- and bicycle-friendly communities promote healthy lifestyles and increase property values.

Annapolis Bicycle Master Plan

The resolution to formally adopt the Bicycle Master Plan is on the City Council agenda for Monday January 9th, 2012 at 7:30pm. At this meeting the resolution will be introduced with a public hearing taking place. The vote for adoption of the plan will take place at a later meeting.

Five Ideas for Frederick Road in Catonsville


A group of community leaders met with State Highway Administration officials to discuss options.

1. Adding more pedestrian crosswalks: SHA officials said the only funding for Main Street improvements are funding sources that make ADA (Americans with Disabilities Act) improvements and improve pedestrian safety. An example of a more visible crosswalk is outside the Catonsville Library.

2. Expanded sidewalks for outdoor seating for restaurants: The idea has been proposed by local real estate agents Kirby Spencer and George Brookhart and was discussed at the meeting, but any expansion of sidewalks for outdoor seating would also involve partnerships with the county and local business leaders.

3. Improved signage reminding motorists of pedestrian and bicycle traffic: Some of these improvements will occur as part of the county's long-term pedestrian and bicycle plan for the area.

Increased funding for bike/ped projects

Following several years of outreach starting with imagine 2060 and leading into Plan It 2035, the Baltimore Regional Transportation Board (BRTB) voted to approve Plan It 2035 on Monday, November 14, 2011. The federal reviewing agencies also gave their approval earlier this month.

The BRTB would like to thank the members of the public who participated in the public project ideas and other comment periods, as well as the public meetings.

In keeping with Plan It 2035's goals related to accessibility and sustainability, the BRTB has set aside a greater percentage of funding expanding transit and bicycle/pedestrian projects compared to the 2007 long-range transportation plan, Transportation Outlook 2035.

Plan It 2035 sets aside $92.7 million in funds to expand bicycle and pedestrian access, including:
  • Herring Run - Southern Extension 
  • Martin Luther King Jr. Side Path 
  • Campbell Blvd. Trail from White Marsh Mall 
  • Valley Trail Along Cromwell Bridge Rd. 
  • Westminster Community Trail 
  • Aberdeen Area Bikeway from the US 40/MARC Train Station to Ripken Stadium 
  • Havre de Grace Old Town Loop Bikeway 
  • Columbia Town Center Bike/Ped facility
  • Multi-use Path - Maple Lawn Farms to Columbia
In addition, the "Highway" category of projects also lists many roadway projects that include
bicycle and/or pedestrian accommodations and improvements as part of their scopes. Chapter 5 includes the project list and details.

Howard County Explores Bikeshare in the ‘Burbs

Leaders in Howard County, Maryland, and the unincorporated town of Columbia are trying to figure out whether something that seems to be working quite well in more urban areas can be part of the plan going forward in their neck of the woods — they’re exploring the potential of bike sharing.

The two municipalities have teamed up to apply for for grant money to fund a feasibility study on such a program.
