Well, this should be really entitled "What I wear" as some feel that I'm a little skimpy on the legs, Nevertheless, as a all-year-around commuter, this is what works best for me.

------
I have to preface this with "You Mileage May Vary" (YMMV), because it a personal comfort thing and there are several variables to consider when dressing for the winter, such as:

1) Temp
2) Humidity
3) Wind
4) Average intensity of your ride
5) Amount of Descending
6) Precipitation
7) Time of Exposure to the Environment

This is how I dress for various late Fall, Winter, early Spring temps (I bike commute to work all year 'round):

60-70F or greater
----------
bib shorts
short sleeve jersey
bike gloves
thin socks

50-60F
-----------
bib shorts
short sleeve jersey
"gardening" gloves inside bike gloves
base layer "T"
Merino wool arm warmers
thin socks
Fabric shoe covers
Cycling cap under knitted cap or maybe just cycling cap

* sometimes, I place a trash can liner in front of me between the base layer and short sleeve jersey--if it starts getting damp, I take it out and shove it into a pocket for later

40-50F
------------
bib shorts
Merino wool knee/leg warmers (the ones I have are long enough to be either)
short sleeve jersey
"gardening" gloves inside bike gloves or WindStopper gloves with "gardening" gloves as inserts
long sleeve base layer "T" of CoolMax
Merino wool arm warmers
thin socks, plus Merino wool socks (from Sam's Club)
Fabric shoe covers
Cycling cap, under knitted cap

* sometimes, I place a trash can liner in front of me between the base layer and short sleeve jersey--if it starts getting damp, I take it out and shove it into a pocket for later

30-40F
-----------
bib shorts
Merino wool knee/leg warmers (the ones I have are long enough to be either)
long sleeve base layer "T" of CoolMax
WindStopper gloves over "gardening" gloves as glove inserts
heavy weight sweat shirt made of a polyester/acrylic fabric
thin socks, throw-away plastic bag between thin socks and wool socks, Merino wool socks (from Sam's Club)
Fabric shoe covers
Wind breaker
Balaclava and knitted cap or balaclava, cycling cap, under knitted cap
crumpled bandana as windblock for "the boys"

20-30F
-----------
bib shorts
Merino wool knee/leg warmers (the ones I have are long enough to be either)
long sleeve base layer "T" of CoolMax
WindStopper gloves over "gardening" gloves as glove inserts

Looks like I'll get a chance to ride in single-digit temps on Friday, 16 January 2009.

I'll post what I used to stay warm for the ride into work.

Stay tuned.

I guess I would be on the opposite end of the spectrum.
I usually ride in whatever I would normally wear to work.

Summer, cut-off Dickes and a t-shirt, Pearl Izumi tank top if it's really hot, although proper cycling socks are a must.

Fall+Winter, jeans and a wool sweater, or a flannel shirt(I know cotton is evil!). As it gets colder I have 3 pairs of gloves of different materials and thickness. I've been known to wear a wool jersey also.

If I can keep my hands and feet warm I'm fine in even the coldest temps.

When it's bitter cold ride in steeltoe motorcycle boots.

Ok. Here's the update:

0-20F
-----------
extra pair of cycling shorts as windblock for "the boys"
wool winter underwear/tights
cheap plastic bag between tights and bib shorts
Merino wool knee/leg warmers (the ones I have are long enough to be either)
long sleeve base layer "T" of CoolMax
Merino wool arm warmers
heavy weight sweat shirt made of a polyester/acrylic fabric
polyester scarf
WindStopper gloves over "gardening" gloves as glove inserts, both covered by mittens (or in my case, a pair of wool socks)
thin CoolMax socks, 2 pair of Merino wool socks (from Sam's Club), throw-away plastic bags, then shoes followed by Neoprene and fabric booties
Thicker jacket like the TeamBBC jacket
Full face knitted balaclava, second knitted cap
Neoprene face mask--something that keeps material away from mouth and nose
