As the Commissioner of Parks, Sport and Recreation for the City of Bogotá, Colombia, Gil’s team initiated the “new Ciclovia” - car-free Sundays - today an internationally recognized program that sees over 1.3 million people walk, run, skate and bike along 75 miles of Bogotá’s city roads.   • “The Melon Test” - a simple and effective demonstration showing how helmets save lives

April 21st, Envision Baltimore Workshop: Life in the “20-Minute Living” Community Using Transit and Transit Oriented Development to Improve Quality of Life and Achieve Sustainability

9am-12 p.m. American Visionary Arts Museum.  The Envision Baltimore initiative hosts this workshop for citizens and civic leaders who want to promote sustainability, with a focus on the city’s evolving transit system as a community-building opportunity. The interactive sessions spotlight transit-oriented development (TOD) as a strategy for creating pedestrian- and bike-friendly neighborhoods that put most needs of daily life within a 20-minute trip. TOD offers a mix of housing, offices, shopping and public gathering spots within walking distance of transit, bolstering the local economy and minimizing growth-related environmental impacts. May 5th, 6:30 - 8pm, Bike Maryland Spring Commuter Kick-Off Workshop

With gas prices going up and increasing awareness of the environmental and health benefits cycling offers, you've certainly heard talk about more people using a bike for transportation to work or school or just about anywhere you may want to go. Maybe you've even considered doing it yourself. Learn about bike commuting from a Bike Maryland board member who pedals his way to his Inner Harbor job daily, rain or shine. Ride to Annapolis for HB 363

Bike Maryland  – Enjoy a Bike Ride and Support Your Right to Justice!

To support HB 363, bicyclists will ride to Annapolis to support the bill as well as Tami Bensky, widow of Larry Bensky, cyclist killed on Butler Road last spring and many other families that have lost a loved one in this tragic manner. Wednesday is the anniversary of Larry’s death.

Bike Ride: Wednesday, April 6, 2011 8AM start at the Baltimore War Memorial Plaza at Fayette and Holliday Streets, Baltimore.

Campaign Update


Bike Maryland

This is one of the most important requests Bike Maryland will send during the 2011 General Assembly Session that is about to come to end. Please contact your Senator today to urge HB 363 to be passed out of the Judicial Proceedings Committee - click here to find your Senator. Support HB 363 which will strengthen vehicular manslaughter laws and close existing loopholes.

HB 363 will help ensure that negligent drivers who kill others can be appropriately punished. Maryland’s current vehicular manslaughter statute requires prosecutors to show actual intent to kill, regardless of how irresponsible or reckless their driving may have been. This legislation increases penalties for those who drive in such a negligent manner that it results in a crash that kills someone, or in some cases, many. It is reprehensible that a motorist can drive a vehicle outrageously, and kill someone in the process through his or her own negligence, and then get away merely with a few hundred dollar fine or a traffic ticket. Bike Maryland is advocating once again to pass this important legislation and call attention to Maryland's extremely lenient vehicular manslaughter laws. The loopholes that exist allow those who drive in a criminally negligent manner on Maryland roads and kill innocent people to escape without serious sanctions. HB 363 will at least provide a middle-ground and criminal conviction instead of a simple traffic citation for negligent traffic offenses that result in death. For the sake of the victims and their families, it is the right thing to do and it's the right time to do it!

HB 363 passed in the House Chamber and the bill is now in the hands of the Senate Judicial Proceedings Committee. We have strong support from many members of the Senate Judicial Proceedings Committee.  However, Bike Maryland, along with other advocates, met with Senator Frosh, Chair of the Judicial Proceedings Committee, who informed us that he does NOT plan to let the bill out of Committee which means that the bill will NOT become law. If you live in Senator Frosh's District (Montgomery County) it is crucial that you please call his office and state that you are a constituent and want him to let this bill out of committee. Senator Frosh - brian.frosh@senate.state.md.us; 1-800-492-7122, ext. 3124. 

You Can Make A Difference - Please contact your Senator TODAY and ask that they make sure the Judicial Proceedings Committee members vote in favor of HB 363 so the legislation will proceed to the Senate Chamber for a full vote. 

The bill hearing will take place this Wednesday, April 6th at 1pm in the Judicial Proceedings Committee Room, 2 East Miller Senate Building, 11 Bladen Street, Annapolis, MD.

The House has passed the bill unanimously, the State’s Attorneys are behind it, as well as dozens of organizations in addition to Bike Maryland such as:

A Successful Day on the Hill!


Yesterday, Alex Obriecht, Bike Maryland President and I were accompanied by at least a dozen of Maryland's advocates, leaders, citizens, bike shop owners and planners to deliver our "bike-partisan" message directly to our new and current members of Congress. We made sure that Maryland's Congressional leaders know the direct value of bike enhancements, safe routes to school, recreational trails and other Federally-funded projects.  As Andy Clarke, President of the League of American Bicyclists states, "Bicycling offers an excellent return on Federal investment, in terms of jobs, economic growth, and a healthier America.” 

Meetings took place with the following staff/leaders:  Senator Barbara Mikulski, Senator Benjamin Cardin, Representative Andy Harris, Representative C.A. "Dutch" Ruppersberger, Representative John Sarbanes, Representative Donna Edwards, Representative Steny Hoyer, Representative Roscoe Bartlett, Representative Elijah Cummings and Representative Chris Van Hollen.  Please contact your Congressional leader, thank them for meeting with us and urge them to support a more bike-able Maryland. Unfortunately, there was not the opportunity to meet with Representative Andy Harris (1st District) so if you live in the 1st District it is especially important that you urge him to support funding for bicycling. For example, Representative John Sarbanes learned that his district is home to 51 stores that sell bikes and that those stores grossed more than $20 million in 2009.  Most of these bikes are sold by small-business owners, and those sales create jobs and better our economy.  Also emphasized, was the fact that alternative transportation alternatives such as bike paths and bike lanes are a whole lot less expensive than new highways.

LAB writes, “There are more people riding bikes than ever. Yet half of all U.S. trips are three miles or less, and more than 90 percent are made by car. The National Bike Summit has improved bicycle-friendliness and livability in many communities, but the need and opportunity to improve physical activity, safety and livability in the U.S., while reducing congestion, greenhouse gas emissions and our dependence on oil – remains greater today than a decade ago. These issues seem difficult to solve but the answer is simple. The answer is the bicycle".  Please support Bike Maryland and your right to bike by spreading this important message to your Congressional leaders!

Bicycle Symposium - a Huge Success!

Bike Maryland’s 14th Annual Bicycle Symposium took place in Annapolis on Tuesday, February 22. Although we thought it wouldn't happen for the forth year in a row - it snowed - allot. Approximately 175 advocates, leaders and planners filled the President's Conference Center to share ideas, meet with state legislators and listen to top notch presenters. Throughout the day, dozens of Senators and Delegates were introduced to the audience. Thank you Senator Rosapepe for securing the conference room for our use. Two probike partners, Delegate Cardin (Chair of the Bicycle Caucus and sponsor of the 3 Foot Law) and Delegate Carr (sponsor of the Shoulder Law), discussed the importance of pro-bicycle legislation and policy including their current work with Bike Maryland to:

  •  promote access to trails after dark for bicycle commuters
  •  create the opportunity to bring a bike on the MARC
  •  expand complete streets infrastructure
  •  increase driver awareness and education

During the Bicycle Symposium keynote address, Andy Clarke, Executive Director of the League of American Bicyclists, described what LAB calls "a Simple Solution". "Bicycling is economical, efficient, clean, and sustainable. The level of investment needed to get more people riding is small and offers big returns. Riding a bike frees people from car, gas, and insurance payments; it frees the nation from costly oil imports from volatile corners of the world. Bicycling is the ultimate expression of freedom and independence and the simple pleasure of riding a bike harkens back to simpler times. Testimony Complete - Update on House Bill 363 Manslaughter by Motor Vehicle or Vessel - Criminal Negligence

The day after the Bike Symposium, 21 people testified in support of House Bill 363, which would fill a gap in Maryland’s criminal law that currently operates to allow drivers who kill cyclists to receive little or no punishment. In short, the bill creates a misdemeanor for causing the death of another while operating a vehicle in a criminally negligent manner.

During the Judiciary Committee hearing, testifiers urged Delegate Vallario to "bring the strongly supported bill to a vote!"  If you haven't already done so please click here and take action to support this critical legislation. You can listen to the HB363 testimony by visiting http://mgahouse.maryland.gov/House/Catalog/catalogs/default.aspx. Click on Judiciary in the left navigation bar and scroll down to 2/23/11 (either one of the versions). Since it was a 4 hour session --- you can move the bar forward to 1 hour and 58 minutes which is when Delegate Simmons begins the presentation.

Press Release -Maryland Department of Transportation Asks, “What Are the Barriers to More Children Walking and Biking to School?”

The Maryland Department of Transportation (MDOT) Completes Statewide Survey Identifying Obstacles - Develops Recommendations for Future.  MDOT, working with partners in both the education community and the bicycle and pedestrian community, has completed the Maryland Statewide Student Travel Policy Survey. A primary goal of the survey is to provide State officials with an understanding of the policies and practices governing walking and biking at individual schools and within entire school systems. The survey identified a number of challenges that stand in the way of walking and biking to school and developed a series of recommendations to address those challenges. Learn more and view the action packed agenda here. There are more people riding bikes than ever. Yet half of all U.S. trips are three miles or less, and more than 90 percent are made by car. The National Bike Summit has improved bicycle-friendliness and livability in many communities, but the need and opportunity to improve physical activity, safety and livability in the U.S., while reducing congestion, greenhouse gas emissions and our dependence on oil – remains greater today than a decade ago. These issues seem difficult to solve but the answer is simple. The answer is the bicycle. Now is the time to ask Congress to make strategic transportation investments that foster healthy people and healthy communities. Attend the summit to act on a simple solution – the bicycle. 


March 9th - 5:30 PM - SUPPORT RIDE FOR NATHAN. Start location Broadview Apartments 116 West University Parkway, near Hopkins campus. “Johns Hopkins University Engineering student Nathan Krasnopoler was badly injured while riding his bicycle in the bike lane on University Pkwy Saturday, February 26th. We need to come together on this, for Nathan, his family, and ourselves.” Learn more here. Free.

Update by Mitchell Krasnopoler (Nathan's father) March 6, 2011 Update 3:00 pm. Nathan continues to take very small steps of improvement. He is in a coma, but is in stable condition. Not much change in his responsiveness, but some small signs. The good news is that he was taken off the ventilator today and is breathing on his own! He does have a trachea collar to provide humidified and oxygen enriched air.  

Nathan was wearing a helmet and did not suffer any head trauma but did suffer chest injuries and had stopped breathing by time the EMTs arrived. 

The initial article in The Baltimore Sun quoted a Police Detective who said no charges would be filed against the 83 year old driver. During a meeting with the Police Department last week, Bike Maryland, government officials and other advocates were informed that the decision to charge/prosecute the driver will be made after the investigation has been completed; they indicated that the original police statement was in error. March 11, 2011 Special Event - Bike Travel and Touring! Free.

Join Bike Maryland and the Adventure Cycling Association (ACA) for a special presentation by ACA’s executive director, Jim Sayer, on the joys of bicycle travel and cool projects happening at the national and state level. He’ll touch on new bicycle routes and maps coming from the ACA (including the new Sierra Cascades route and the planned Bicycle Route 66), a new website with resources on “bike overnights”, plus a status report on development of the official US Bicycle Route System.

The League of American Bicyclists’ Bicycle Friendly Business (BFB) program recognizes employers who make bicycle commuting a more viable option for their employees by providing resources such as secured bike parking and showers. In doing so, businesses are demonstrating their dedication to social responsibility by helping their employees maintain an active lifestyle, while also reducing traffic congestion and improving air quality. Bill Nesper and Carly Sieff from the League of American Bicyclists will host a workshop on how to become a BFB, providing step-by-step technical guidance on making your workplace a more bicycle friendly environment to work in. Over 21 communities, businesses and university leaders attended the last LAB/Bike Maryland training session and many applied for LAB bike friendly status - this program is an incredible opportunity for businesses interested in improving bike-ability!

May 1, 2011 Baltimore Bike Club's 27th Annual Instructional Ride Series. Free.

The club's most popular Instructional Ride Series will begin with an orientation to be held on Sunday, May 1, 2010 at 10:30 a.m. This series is offered to anyone over 16 years of age interested in learning the basic skills of cycling, including doing minor road repairs and improving as a rider. We want to help people new to our sport find a comfortable riding level and develop so they can at least ride on the BBC casual rides by the end of the series. Experienced riders who are new to club riding can meet other BBC members and learn about group riding. The ride series will cover both road and recreational trail riding. And we do have something for faster riders. At the orientation, we will demonstrate cycling skills and techniques; discuss bicycles, equipment and clothing; and answer any questions about the program. We will watch a short, informative video on cycling safety and bike handling. If you bring your bicycle to the orientation, we can check it out for you and show you how to do a pre-ride bike check. Symposium and snow


Update: The Bicycle Symposium will be held today - February 22nd with a one and a half hour delay. The Symposium will start at 10am.

Manslaughter by Vehicle or Vessel- Criminal Negligence

Support this bill to close a significant loophole that currently exists in Maryland law

Do you know that:

  • Under current law, drivers who, when sober, flagrantly violate the rules of the road, deviate from the standard of care used by any reasonable person and cause fatalities, pay no more than$1000 in traffic court.

  • When enacted, this law would establish a misdemeanor option for those who cause fatalities by driving in a criminally negligent manner

Myths & Facts

  • Maryland has existing legislation that covers this offense - Myth

FACT: This bill establishes a standard of negligence that falls between gross negligence (for conviction of manslaughter by vehicle) and of simple negligence

  • The definition of criminal negligence is vague - Myth

FACT: Courts have found that the Model Penal Code’s definition of negligence is not unconstitutionally vague

  • This bill does not establish a standard that is meaningfully different from existing law - Myth

FACT: Criminal Law Article §2-209 requires proof of gross negligence for conviction. This is defined as “wanton or reckless disregard for human life. This bill does not require that conduct be “extraordinary or outrageous”.

  • This bill will impose penalties on drivers when there is a fatality as a result of simple negligence. - Myth

FACT: This bill requires that both the risk created by the person’s action and a deviation from the standard of care involved in the failure to perceive the risk be substantial. Thus, it requires more than simple negligence

Why is this important for you as a legislator and citizen of Maryland?

  • This will bring Maryland in line with the Model Penal Code approach used in more than 20 states

  • Inherently, this will make Maryland roads safer

  • It will help reduce fatalities on Maryland’s roads
