Illegal Bike Maneuver?

Biking in BaltimoreToday, 12/28/2005, I was stopped by a state patrol officer for performing this maneuver:

For 2 years, until they started doing roadwork in the area, I've been riding this section to get to Dundalk from Essex. Now, I'm told that I was on I-695 for a portion of it, and of course, as we all know, peds and bikes are prohibited.

I plead ignorance! I know--no excuse.

But, there's got to be a better way other than having to cut through Eastpoint Mall!
